The German-Croatian consortium consisting of Goduni International GmbH (Leader), Kemokop doo and VPC GmbH has been awarded with the evaluation and design of the best available techniques for the co-use of alternative fuels, biomass and waste in the decommissioned Block A of the Plomin thermal power plant, writes Večernji List on Monday.
Subject of the project and assignment is a power plant (TPP) consisting of two production blocks, Block A (TPP Plomin 1) and Block B (TPP Plomin 2), each with its own boiler and steam turbine. The 125 MWel Unit A production unit was commissioned in 1970. Their environmental permit expired on January 1, 2018. Block-A received a new environmental permit in February 2019, setting out the conditions it must meet, if it is to continue operating.

Since it does not meet the declared conditions the block A is not operational. In order to put the TPP Plomin 1 back into operation, it is necessary to choose the best available technology for an intelligent and combined use of natural gas, alternative fuels, biomass and waste, in order to contribute to the construction of a comprehensive waste management system, landfill waste to reduce, reduce greenhouse gas emissions from landfill and waste recycling for energy purposes.
In doing so, the existing situation at the landfill as well as regional planning conformity, economic efficiency and technical feasibility, environmental protection and energy efficiency requirements must be taken into account.
Choosing the best technical and technological solution is aligned with the resilience and performance of unit A. Besides above-mentioned conditions and criteria it is necessary to select the optimal alternatives, green fuel sources and streams and to align those with the performance required for a reliable and resilient energy production. The project focuses on alternative fuels, biomass, gas and waste streams, taking into account economic feasibility, technical feasibility and meeting all environmental requirements - as well as the Croatian and EU legislation list to be determined, explained Mr. Josip Bohutinski.
The feasibility study phase has been closed by end of April 2023.
